While for once I don't think your idea is crazy, in fact they do something similar in France called the Quince or something, you need to flesh it out more. Is it a parimutuel pool? Or does the state book the bets? Does the payout table depend on the number of runners? What's the bet minimums/maximums? What about using historical races to increase the number of possible games per day? Where does the money go that is either taken out (on a parimutuel pool) or 'won' by the state (if they are taking on the risk)?

You are nominated to the NY racing Quick Draw board . Unfortunately NY has no money to compensate you .
