Many think animals should be free from human control and don't think through the logical consequences thereof. Horses running into traffic, etc.

One certainly tried to set loose a blind person's seeing eye dog; unclipped its leash while it was sitting next its person and told it to go be free. Dog looked at the perp with suspicion and stayed where it was. "Wassamatta, lady, can't you see I've got a job to do?" Had this gem from a legally blind but partially sighted board buddy who has a guide dog herself. Leaving a blind human helpless is no problem for them.
