Ballarat 8th

Tonight's 8th at Ballarat:

$1 trifecta pays $1444.05 for 11/8/4.

$1 exacta pays $1654.85 for 11/8.

I'd be pissed if I missed the 3rd horse in the tri when the exacta paid more. How does this happen?
