I don't know the details, but the Meadowlands (and Monmouth) are owned and operated by NJ State. Most places have terms and conditions on the stall application. Some places they can refuse entries or stalls. There should be more ways that tracks, management, etc. can deal with these issues.
What I don't like was the last time a harness trainer and driver got caught -- there was a celebration that they handed out some massive fine and a 10 year plus suspension. I think the driver was back in about a year, and the trainer is still out but competing back in his home state. Again, I don't remember the details as to why and how this developed.
