Who's decision is it to just reload and go? Is it a NYRA practice? Or is it up to the starter? If it is the starter's call I think he used very poor judgement just to reload and go. He should have a better idea whats going on(as far as odds and betting sequences) It wasn't like it was a 70-1 shot, although those people should have a chance to alter thier bets as well. This was the heavy 4/5 favorite in the 1st leg of the pick 4. After she was scratched you could have gone 2-3 deep in that race, but instead you were stuck with the Hough horse that ran second. If it a NYRA practice, maybe they could delay the start for a 3-5 minutes if it is the beginning leg of the pick 4, or pick 6. I know they want try to keep things on schedule, but things happen and I am sure people rather be at the track for an extra few minutes then be stuck with a post time favorite that they do not like.
