A harder list would be female action type villains (not rich socialites that spoil lives with rumor and sleep around which is the sterotype), I suspect Glory would be high on your list, I say these would be my top 5:

2) Lucy Butler
3) Lillah Morgan
4) Glory
5) Alti

Glory and Faith, I mean I love Faith more than I do Buffy. I think in a fight Sydney Bristow would kick Buffy's ass
