(sigh) That phenomenon is caused by the Coriolis effect, the result of the earth's rotation. It has an impact on very large things such as the rotation of hurricanes, which rotate counter-clockwise in the Northern hemisphere and clockwise in the Southern hemisphere. However, I'm pretty sure that it has been proven to be much too weak to have any impact on such small bodies of water as a sink or toilet bowl. The way in which water flows out of a sink or bowl is a consequence of both the geometric structure of the drain and the way in which the water was introduced into the bowl to begin with.
