Many dog tracks that I have been at years ago had a 'twin quin' (2 quinellas in back to back races) bet that seemed to be pretty popular...........I would certainly look at this but maybe at the expense of playing a rolling double.

Charles Town named the wager the "big exacta".One of the luxuries was that you could decide what wager you wanted in the 2nd leg after the first leg was official.

It has always been my experience that you chose the second leg after the first race was official, that half (or some other arbitrary percentage) of the pool was paid to people who got the first leg correct, and then the rest went to the bigger second leg payout. After the first leg is official you would go to the window, collect your winnings and get a ticket for the second leg at no extra cost. Perhaps NYRA is envisioning doing things differently than that, but that's what I would imagine.

When you say "always" I assume you are referring to any number of different venues that offered the wager in the past. I am only familiar with Charles Town in the late 70's. I can tell you that I received one exchange for my single ticket the only time I played with no consolation.

I find it interesting that there is an added benefit of not committing to the second leg until after you see the post parade and odds of the horses.
There is no reason a pick 3 or pick 4 couldn't be structured in the same manner.

An hour flat up Rt.38 from Lowell HS on a 10 Speed. Nice black Fuji. Cut after lunch...there by post. Had my own special parking spot in bottom lot near kitchen entrance. Sneak right in. Got "friendly" with girl working the bar who would drive Fuji and I back to the city at 6:00. Nice girl....good times.

Took her to Saratoga with me a few years later (The girl, not the faithful bike) to watch Shugs' Heavenly Prize devour Lakeway on the turn in the Alabama. You always remember your first (Saratoga visit, not the girl).

On a side note, you cannot ride a bike in the breakdown lane up 93. A state trooper politely informed me of this and then slowly tailed me as I went down the off ramp in Methuen, much to my chagrin, knowing that the early DD was going to be gone before my impending arrival.

Quite the degenerate.
