I think the truth of the matter is that the use of buzzers is so common that it's not even considered a big deal. The authorities have to act like it's a big deal but I don't think they truly think it's a big deal. How widespread is the use of buzzers? Since the year 2000, there have been 53 guys caught. I bet guys are caught less than 1% of the time, so there are probably thousands of instances of guys doing it. I had no idea that the use was still so widespread until seeing that statistic that there have been 53 cases since the year 2000.
