He did the same thing regarding Syria and ironically it was Putin who bailed him out by brokering a "deal" regarding chemical weapons. Whether the deal was ever going to work was immaterial - he was embarassing the nation with his repeated "don't cross the red line" and then - once again - nothing.

at any rate, what should have been said? what should be done?

or you can just admit that it wouldn't matter what obama says and does, it would be wrong and subject to criticism.
