JAMGOTCHIAN: Claiming rules being struck down by KY AG..
California firebrand owner Jerry Jamgotchian says that in answer to his request for a constitutional ruling regarding restrictions within claiming rules, the Kentucky Attorney General's will be issuing notice today confirming them as unconstitutional. He expects the letter to that effect will say the state of Kentucky will eliminate or simply not enforce claiming horse 'jail' restrictions.
In addition, Jamgotchian says he has been informed by Penn National that they will not enforce the existing KY claiming rule in Pennsylvania, and will allow claimed horses to race there.
