Default SCRATCHES question
Maybe someone can help me understand the scratch rule. Basically I'm curious if there is a scratch rule. It seems to me that when a good horse is entered in a race it's not unusual to see numerous scratched in the race. Shouldn't a legitimate reason be needed.
