In that sport, I think they should just give up and let people use whatever they want. The sport has tried pretty hard to clean it up with long suspensions for guys getting caught and frequent and thorough (as much as they can anyway) testing.
It has all failed. They are all using. What are they going to do now, strip Contador and give the title to Andy Schleck as a reward for Schleck not getting caught? It might actually make the sport a bit more interesting if they just opened it up and allowed full use of roids, HGH, testosterone, etc.
