Yes, there are private training centers, however -- they must all be "licensed" as training centers by the state (You cannot ship in to the track from an unlicensed facility). In NJ, I don't know about refusing entries vs. being suspended, denied a license, having your license revoked, etc. I don't think it makes a difference.

As far as the judge ruling those penalties excessive -- I didn't know that. I would think the tracks, states, etc. would want to take a stand on that. First, I don't know the track record(s) of those involved. Second, although I haven't read the transcripts (if they are available), I would think the state did not pull out all the stops -- every possible charge, grounds, etc.

I doubt I'll have the time, LOL, but I'd be curious as to the details.
