I don't think he had ankle fusion surgery, I believe he had screws inserted into his sesamoids.
If both sesamoids were broken (who knows with the shoddy reporting after his injury--at one point the DRF said that he broke sesamoids in both front legs), then his suspensory had to be completely disrupted as well . Pretty much the only option would be to fuse his ankle.
