In the Big 12 it leads to dilution of talent. Practically every team has kids from Texas. Oklahoma has over 50 % of its players from Texas. Nebraska used to have close to that (not anymore and they are bad). ATM, Texas Tech, Texas are almost all Texas.

Add TCU, SMU (not Big 12), Baylor, Oklahoma ST., Colorado (use to draw a lot more from Texas also) Even Kansas, Kansas ST. Missouri have a bunch of good players from Texas.
This was ONe reason that when Texas entered the Big 12 they entertained the idea of going to the Pac-10 first. Recruiting wars are ridiculous.
