Deep Purple might be due to the many changes in lineup- voters might not be sure which group of musicians to induct.

The Monkees, I understand (and before I get attacked, I love the Monkees; I've seen every episode of the show multiple times; I saw them three times in concert, I stood in line for hours to get an autographed copy of Davy Jones' "They Made a Monkee Out of Me" and I wept like a baby when he died. If I ever meet Peter Tork in person I will probably lose my mind).

But they were a TV show first, a band second, and I don't think musicians have ever cited them as an influence, likely because their sound, at their most successful, was not their own creation.

There are other big 60s bands that aren't in, for similar reasons- the Turtles, the Grass Roots (both of whom I LOVE). Not influential, and in the case of the Grass Roots, also largely studio created.
