These included investigative reports, drug test analyses, ruling reports, memos, meeting minutes and hearing transcripts. Based on these records, we built a database that included every drug violation in California since 2000. Next, we cross-referenced the drug violation cases with Equibase, a commercial racing data site that includes the amount of money wagered on every race in the United States dating back to 1999. That's how we determined that more than $268 million has been wagered on tainted California races since 2000. To compare California to other states, we reviewed thousands of pages of documents from 21 other states. We were able to compare the number of tests conducted and the violation rates in each of these states. We also interviewed racing officials, owners, trainers, lab directors and other industry veterans from California and 15 other states and several national organizations.
