What does that mean with regard to showing races? Most of us only have access to one or the other?

I'm going to guess that it means in instances where both networks have the rights to the same signal (ie. NYRA) the are not going to show the same race on both channels in real time. I would imagine TVG will get the larger circuits and HRTV will get the 2nd and 3rd tier circuits.
