Agree with Drugs on the pattern which creates this.
Don't know if it means much, but the TVG guy had it- there were 166 winning $1 tickets. If just 40 people followed along with him for a buck, the payoff goes from $617 for $2 to the actual $466. Given that it was one of the only tracks running, it is a possibility.
