I don't think that Governor Beshear went quite that far. What was approved was Churchill's opening its backstretch that will allow horses to be shipped in starting on May 11 from places such as Fair Grounds, Oaklawn, Tampa and Gulfstream.

No specific date for the return of racing has been established, but this is a necessary first step toward that goal.
