Default SCRATCHES question

Maybe someone can help me understand the scratch rule. Basically I'm curious if there is a scratch rule. It seems to me that when a good horse is entered in a race it's not unusual to see numerous scratched in the race. Shouldn't a legitimate reason be needed.

A legitmate reason is needed if the scratch will cause less than 10 starters.

Here's how it works at Hollywood Park. If a field has also eligibles those horses can scratch without penalty. After that, any horse in the body of the race can scratch as long as the field is not reduced to less than 10. If there is a case where 3 want out of a 12 horse field. A shake with numbered pills will take place. Two will be allowed to scratch without a reason. The other which "lost" the shake will be "stuck". Meaning that horse can either choose to stay in and run or will need a reason for scratching. If the trainer still chooses to scratch they must give a reason. Most common are, Sick, Off Feed, Injured, there are some others. When a horse is scratched for these reasons it is placed on the Vets List and not eligible to be entered again for 10 days.

Sometimes trainers will also put in a scratch card for a horse being overmedicated. This means the horse may have been given the wrong medication or too much. Or the trainer feels it's too close to the clearance threshold and doesn't want to chance a positive. These horses will be immediately scratched and placed on the Stewards List. This list has only a 72 hour re-entry restriction. However, the stewards will almost always sanction a trainer, usually a fine, in these instances. They can also instruct the official veterinarian to draw a blood sample for testing of the scratched horse.
