Default I've never seen this before

In race #11 at Stockton today, it has been noted that #2 will be ridden with no whip... have any of you seen this before? Would you bet on a horse that can't be whipped?

M/L on the horse is 12-1, I think it will go off at much higher odds

I have seen it before , we had a filly for Claiborne farms that would stop if you even moved your hand like you were gonna whip her , so she was entered without the whip and Mike Smith won on her by a whisker.

Kimmel had a mare in the last few years that ran without a whip. She was a stakes horse.
Many trainers will send 2yo's out w/out whips.

In fact, I've seen two-year-old dashes at Delaware in which none of the riders are allowed whips.

Last year at River Downs we had a horse that the trainer always had the rider with no whip. The horse was always competitive but never won. The rider begged and begged the trainer to use the whip, the trainer agreed, but said you cant hit her in the hind quarters, only towards the front. Sure enough she won her next start!!
