Default Quarters v. Thoroughbreds

So, I'm out in Utah, not exactly a hotbed of racing, but I recently discovered that Wyoming Downs (in Evanston, WY) is getting set to start live racing in about a month. What do you think the odds are of the DRF having PPs for these races?

Anyway, many of their races from 400-800 yards are open to both Quarters and Thorobreds (sp?). Any insight on how to handicap these? Do quarters have an inherent advantage at these short sprint distances?

I'm also not exactly a quarterhorse racing expert, so any other insights on that front would be much appreciated.
