49ers were favored 7.5 points. The were winning 13-6 with about 45 seconds to go. Seattle had the ball near their own endzone, 4th and long. Russell Wilson threw a pass to a receiver which left Seattle about half a yard short of a first down. But, during the play there was a block in the back in the end zone by Seattle, which would have resulted in a safety. Would have been 15-6 49ers and a win for those who played the 49ers.

Harbaugh, in a smart play decides to decline the penalty, and in the process declining the points and just take the ball where seattle left off. They avoided having to field a kickoff and just kneeled on the ball once...game over.
