Finding employment in the public sector was not an option due to the low pay scale at the time. Recent government studies have shown that the public sector pay scales have run away and hid from those in the private sector. In fact government employees can now "afford those digs."

i guess i'm including all workers, and perhaps you're not?
the average govt state worker here is a few thousand at most a year higher than the average private worker. of course that number is skewed a bit since even the u of a coaches are included in that number.
