I think it's annoying, too. But to me articulate is certainly in the words, and the way they are strung together - George W Bush was called a speaking "blunderer of historic proportions".
Someone else just reminded me of another President, also considered a very good speaker, who had a similar pausing, word-choosing hesitant style:
" Uh, .... well ...... "
