Names CAN NOT be changed of horses that have already run, unless it is something that slipped through the registry, like years ago a horse in California had its named changed after running

FYI, a name change is like $200 I think, so a name change is not going to be scaring anyone away from bidding on a horse. As long as the horse hasn't run, you can change the name a million times, for a fee per time.
