I figure they are the one's who offer the value, because there are never any speed figs alongside their pp's. The Euro turf horses are well documented, and there are even Timeform and Racing Post ratings.
In one of the early Beyer books, he explained that some of these South American "Grade I" races were not at all equivalent to North American and European graded races
Andy Serling also responded to a questioner recently(not sure if it was here or the NYRA "chat") regarding a Breeders Cup horse that made me think this type of wager was either a sucker bet, or worse, a wager made by someone throwing in the towel, as in "If I'm clueless with all the information available to me, I might as well take a stab at some mystery longshot"
