at least in Il there is no one doing huge time for non-violent drug crimes. I believe I read somewhere the average time one serves for a murder concivtion in IL is in the neighborhood of 18 years. When a Judge gives someone 30 years he knows he will be out in 15.

I suspect you are talking about the Federal system.
