Yes, however as a handicapper if it were announced in the program or by the PA system that a horse was instructed to ride without cover and on the outside of horses in a turf race no less, I would bet that horse would be 8-1 rather than 4-1. I am a big proponent of having cover in turf races and I would want no part of any horse that is not comfortable being on the inside.
