Generally speaking people bet on horses hoping to make money...the basis for whom they choose to wager upon may come from tip sheets...their own handicapping...touts...stable connections....lucky numbers...favorite colors.....favorite jockeys....cause the horse took a dump in the paddock....ect ect. None of these systems are fool proof.
What is the big deal if someone wants to pay for selections...

no problem with the greed part, or desire to make money or using hard work to obtain an edge over others.
paying for selections that are obtained by paying people for inside information seems sleazy and not legit.
