Am I missing something here? The stable owner reported Harlan to authorities in April, not enough to warrant seizure, then in June they seize the horses in deplorable conditions.
My question is how is the stable owner not also responsible for negligence after watching the horses go down hill for 2 more months. How do you watch horses in your stable wether or not they are yours and allow them to become severly dehydrated and emaciated.
That is like me boarding a dog, owner doesn't provide enough feed or water so I just let them get into terrible condition and don't feed and water. She could have provided the feed and time caring and then brought Harlan to small claims court.
Here in Louisiana the stable owner would also be responsible wether or not it was previously reported.

This is absolutely horrible, never mind the ones we don't hear about b/c they are not famous.
VideoG seems you are somewhat in the area, maybe it is just the way the article is reading but I don't get in, perhaps you have more detailed news.
