Because oxygen is a drug. Trainers are attempting to increase the oxygen carried within the plasma on race day.

Because they have the right to regulate anything racehorses get prior to entry in a race in their jurisdiction, if they desire, including electromagnetic therapy, magic LED red lights in expensive blankets, acupuncture, herbs, extracorporeal shockwave therapies, etc.

BTW, the Veterinary Hyperbaric Medicine Society (http://www.vet.utk.edu/vhms/review.html has a good summary of hyperbaric medicine in the equine) encourages stronger regulation of veterinary hyperbaric medicine, just as the human side has regulated dive medicine and medical hyperbaric chamber use over the years.

Right now veterinary hyperbaric medicine in the hands of lay people, for the most part.
