Films like the Griffith classic (1918?), Fritz Lang's films (Metropolis (1929), M (1930), etc., from the earliest periods in cinema (pre-Depression) are difficult to include on popular lists.
'Triumph of the Will', and all of Leni Reifenstahl's work has a whole other set of issues that I won't address here.
All of the these are perhaps best placed on a list of Most Important Films or Most Influential Films."M" is one of the greatest films you'll ever see and has been liberally drawn from for decades. See "Dark City" as soon as you can if you appreciate German Existential film...

makes one think...and generally regarded as a phenomenal work..in spite of the subject matter, an important film.
and they can be important and influential and STILL be on this list...because it is a PERSONAL list of films that made me think...
