Hunter did win 20 games for 5 straight years at least. Baseball-reference.com uses four different measurements of a players accomplishment and then compares each of them to HOF level.
Black Ink - average HOF is 40
Gray Ink - average HOF is 185
HOF Standards - average HOF is 50
HOF Monitor - > 100 means likely HOFer
Here are Hunter's numbers:
BI: 20
GI: 151
HOFS: 42
HOFM: 131.5
Here are Rogers' numbers:
BI: 2
GI: 87
HOFS: 30
HOFM: 66
And Wells:
BI: 24
GI: 123
HOFS: 40
HOFM: 88
So Hunter is far below average for a HOF but according to their index he does belong. Rogers isn't even close, Wells is close but still has a ways to go which is unlikely at his age.
