nope. bcs games are conference limited. so a crappy big east team will get in, because they're guaranteed a spot, but a good sec won't, because they aren't allowed more than one.

The champions of the Atlantic Coast, Big East, Big Ten, Big 12, Pac-12, and Southeastern conferences will have automatic berths in one of the participating bowls through the 2013 regular season.

No more than two teams from a conference may be selected, regardless of whether they are automatic qualifiers or at-large selections, unless two non-champions from the same conference are ranked No. 1 and No. 2 in the final BCS Standings.

and then there's this:

The pairings may not be altered by removing the Big Ten Champion or Pac-12 champion from the Rose Bowl.

and people want to know why there's no big playoff series? because, right now, money, big bowls and the attention it brings are guaranteed to these conferences. the lesser teams benefit as well, because many conferences divide bowl money won. so, each year the pac 12 and big 10 know they get a cut of the rose bowl, regardless of who does what. if you go to a playoff, the end result would still not be 'the best get in'. it would be 'the best who win their conference' just like it is now.
