Seems like current NO mayor is pretty sharp, too. Jindal has done very well with all the weather his state has received since his election.

As an ex-rescuer, I agree with your sentiment for the young, healthy, able. Putting my own life in danger to rescue "stupid" never felt good. But they are still people in danger, so ... and yeah, some felt remorse - or guilt, more accurately. But that doesn't make it any different on the rescuer risks.
And they are told during hurricanes, "you can call, but nobody will be able to come get you".
But I recall that in Katrina, the majority of the 1800 deaths were poor and elderly, over 60 years of age. People in wheelchairs or with chronic medical conditions, with no money, no cars, don't self-evacuate well. That leaves it up to levees. Which failed in Katrina.
