I believe they are the only track that charges so high for general admission as well. If you bet enough on your Twin Spires card you get free admission.
But for the general public at Arlington its $6 admission I believe. I remember on BC day at Arlington there was a nice surprise waiting for the regular patrons when they arrived on BC day, $9 admission!
The food is expensive but not horrible at AP. I think you can still get a hot dog and a coke for $7.50.
