And yes, even with the flaws in the law, I, as well and many others, think that if the shoe was on the other foot, you bet an arrest would have been made. The locals wouldn't have been so worried about being sued under the limitations of the law. The limitations of the law have been covered well in the "media" that you are accusing of ignoring it.
