FEMA has asked for it back, as that's the law (apparently there is some law specifically about when FEMA gives money to the wrong people) but they are trying to get special Congressional dispensation so the people don't have to give it back (it would be a Congressional approval kind of thing)

thing is, in this case, they went to her house, inspected everything, signed off and now...months later, ooops. her house had tens of thousands in damage, money that's been spent. if they said it was eligible, how can they then go back on their findings and say it wasn't? a little late now, isn't it?
