I believe this was what they did to JC Gonzales' mount Wolf Hunt at Fairplex. JC was killed when his horse broke both of his legs near the top of the stretch and the other horses were unable to avoid him. I believe the trainer of Wolf Hunt was guilty of Manslaughter.
Sorry if I misremembered the details but nerving a horse so it will not feel pain and continue to run is a hanging offense in my opinion.
