I agree, but this issue is a horseplayer driven issue. The organizations, that
could do anything about this specific issue, have no incentive to do anything about it.
What organization is going to step forward and invest the amount of money needed to kick the series of changes in gear? Would horseplayers step up to the plate and pay more for past performance information if the vets were listed, to help finance the needed effort? I doubt it.
