The Constitution, treason, applies to American citizens, yes. The assumption (popular in one administration, not another) was/is that some terrorists are "war criminals", while others are not. Then the treatment of war criminals by the US comes into play.
This is another successful prosecution of yet another terrorist (domestic or foreign) within our judicial system.
