Definately more "world" but not sure about "championship." There is no doubt that they have a far greater international representation on the DWC card than the BC. Of course they have designed a 3 month long event to lead up to it.
For most of the less well off racing nations, where purses are very small (most of So. America, S. Africa, much of Europe) nominatig to the BC is prohibitively expensive. What are the odds that a foal born in Brazil this Oct will one day be anywhere near the BC? Very small. Now factor in that major G1 races are run in some places for the equivalent of about $50k and the fact that the sire of the foal is not BC nominated, it's not worth it to nominate. OTOH, if he turn out to be a decent runner he can go to Dubai for the Carnival, run for US quality purses and the it costs nothing to enter. If he gets invited to the big races on WC night, there are no nomination and supplemental fees.
Comparing Dubai to the BC is apples to oranges.
As for the Cup, while I agree that the concept was designed as a travelling event na small part of me thinks leaving it at SA might be good. If the BC becomes a Cali event, maybe NY can promote their big fall races as the championship events they once were.
