I wouldn't pay 14 cents for it without knowing what it previously sold for.
To me .... it looks like something a halfway decent artist might paint to try and lower his reputation and put himself under the radar.
Kind of like stiffing himself to fool people into thinking he's crazy and or bad ... with the intent of greatly lowering expectations for his next piece ... at which point he paints something decent and somehow cashes some tickets at inflated odds.
Think of all the hungry people who can't eat - don't have clean water - and that garbage sells for nine figures.
