Stupak isn't a fool. He knew what he was doing.
He can cave, because he knows longstanding Federal law already strictly prohibits any federal money whatsoever being used for abortion funding. And he knows that this healthcare bill doesn't change, nor did it threaten to change, any of that.
Stupak is a great grandstander. He was trying, however, very seriously, through this diversion regarding the healthcare bill amendment he wanted, to get (via that amendment) tougher abortion restrictions into this country than our law allows, via this bill, by backdooring "Roe vs Wade", and he failed.
Thus accepting the Executive Order means nothing, it's just for show. He didn't get what he really wanted - to circumvent Roe v. Wade and increase restrictions on abortions by making them very difficult to get whether insured or not - anyway.
