As a citizen, you have every right to blame the poor for their own situation, and not help them. What bothers me is when you said something about the Christian in you. The bar Christ set for Christians is very hi, and Conservatives don't even come close to obeying him. Many of your Conservative views are in direct disagreement with what Christ said in the following list of verses. I'm not saying it's easy to follow them. What I'm saying is your Conservatism is not match up with what he's telling you to do in the following verses.

He will reply, 'I tell you the truth, whatever you did not do for one of the least among you, you did not do for me.'"-Matthew 25:41-45
"For if you forgive men when they sin against you, your heavenly Father will also forgive you. But if you do not forgive men their sins, your Father will not forgive your sins."-Matthew 6:14-15 That's related to your judging those in need, and placing blame. You may, in fact, be right, but he's not interested in you judging them.
"Then Jesus said to his disciples, 'I tell you the truth, it is hard for a rich man to enter the kingdom of heaven. Again I tell you, it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God.'"-Matthew 19:23-24 (99.9% of Christians blow that off.)
"'If you want to be perfect, go, sell your possessions and give to the poor, and you will have treasure in heaven. Then come, follow me.'"-Matthew 19:21
Notice that he seems uninterested in why they're poor. It's about self sacrifice. It's not about you judging whether they're poor for the reasons you find acceptable. This is why your statements are wrong. They concern judging why people are poor, and earlier the verse said he didn't want you to judge them.
"No one can serve two masters. Either he will hate the one and love the other, or he will be devoted to the one and despise the other. You cannot serve both God and Money."-Matthew 6:24
"When you give to the needy, do not announce it with trumpets, as the hypocrites do in the synagogues and on the streets, to be honored by men. I tell you the truth, they have received their reward in full. But when you give to the needy, do not let your left hand know what your right hand is doing, so that your giving may be in secret. Then your Father, who sees what is done in secret, will reward you."-Matthew 6:2-4
"What do you think? If a man owns a hundred sheep, and one of them wanders away, will he not leave the ninety-nine on the hills and go to look for the one that wandered off? And if he finds it, I tell you the truth, he is happier about that one sheep than about the ninety-nine that did not wander off. In the same way your Father in heaven is not willing that any of these little ones should be lost."-Matthew 18:12-14
"When you fast, do not look somber as the hypocrites do, for they disfigure their faces to show men they are fasting. I tell you the truth, they have received their reward in full. But when you fast, put oil on your head and wash your face, so that it will not be obvious to men that you are fasting, but only to your Father, who is unseen; and your Father, who sees what is done in secret, will reward you."-Matthew 6:16-18
"Do not judge, or you too will be judged. For in the same way you judge others, you will be judged, and with the measure you use, it will be measured to you."-Matthew 7:1-2In case you didn't get it the 1st time, all this judging of the poor (commonly done by Conservatives) is not Christian.
"Do not store up for yourselves treasures on earth, where moth and rust destroy, and where thieves break in and steal. But store up for yourselves treasures in heaven, where moth and rust do not destroy, and where thieves do not break in and steal. For where your treasure is, there your heart will be also."-Matthew 6:19-21 99.9% of Christians blow this off.
