I don't completely disagree. But I don't completely agree either.

Someone who wants to kill his or herself to kill Americans is going to pretty much do it whether the government tries to stop them or not. Sooner or later, one of them will be successful again. No amount of vigilance or government work is going to stop that.

I wouldn't blame President Obama or his administration for another attack any more than I blamed President Bush for 9/11, which is to say, not even one little bit.
