routine deploymens occur year-round, regardless of the calendar, regardless of upcoming elections. believe me, these orders come from the pentagon, they couldn't care less what time of year it was. it's time for a group to come home, so it's time for a group to go out.

as for reactor 'refueling' that a bunch of hooey. those reactors run decades before needing refueling.
